The following Technical Assistance Papers (TAPs) and Memoranda (Memos) were issued by the Florida Department of Education on subjects related to the secondary transition of students with disabilities. New items are listed first with the rest listed alphabetically by title.
Employment Transition Plan Template and Instructions
Project 10 developed an Employment Transition Plan Template and Employment Transition Plan Instructions with the Bureau of Exceptional Education and Student Services (BEESS) to guide school district staff in the completion of the employment transition plan, which is required by section 1003.4282(11)(2)(a-d).
This plan must be completed for any student with a disability for whom the individual educational plan (IEP) team has determined that mastery of academic and employment competencies is the most appropriate way for a student to demonstrate his or her skills. It is recommended that school districts build flexibility into the plan to ensure student mastery of competencies and success in the workplace.
Please note: Districts are not obligated to use this template. The template is available in Microsoft Word which enables users to modify the plan to fit the need of the student.

Technical Assistance Paper (TAP) on General Education Intervention Procedures
This technical assistance paper (TAP) revises and replaces existing TAP, DPS: 2011-04; General Education Intervention Procedures, Child Find and the Initial Provision of Exceptional Student Education Services to Eligible Students. This document describes the problem-solving and response to intervention within a multi-tiered system of supports framework to address the varying academic and behavioral needs of students. It is based on the requirements of Rule 6A- 6.0331, Florida Administrative Code, General Education Intervention Procedures, Evaluation, Determination of Eligibility, Reevaluation and the Provision of Exceptional Student Education Services.

Basic Skills Examination
CTE Memorandum (December 7, 2010)
Provides guidance for school districts and community colleges in developing policies and procedures for exempting students from basic skills testing. Students eligible for the exemption may include students with disabilities, apprenticeship students, and students who have completed the CLAST exam or passed an industry-recognized licensure examination.

Changes to Legislation Impacting Federal Ability to Benefit (ATB) and State of Florida Financial Aid Eligibility
BEESS Memorandum (November 7, 2012)
Describes changes in the Consolidated Appropriations Act of 2012 that impact federal financial aid to postsecondary students, specifically that students without a high school diploma or its equivalent who enroll in a CTE certificate or degree program after July 1, 2012, will no longer be eligible for federal financial aid. Students with intellectual disabilities who are enrolled in approved Comprehensive Transition Programs (CTPs) remain eligible regardless of whether they have a high school diploma or equivalent.

Elimination of the Ability to Benefit (ATB) Provision in the Consolidated Appropriations Act, 2012
Florida College System Memorandum (February 13, 2012)
Explains recent federal law that eliminates the ATB provision for Title IV federal financial aid such as Pell grants. Students who do not have a high school diploma or its equivalent will no longer be eligible for Title IV funding as of July 1, 2012. Florida student aid programs that require students to apply for Title IV funding will also be impacted. Students enrolled in a Title IV program before July 1, 2012, will not be affected.
Free Appropriate Public Education (Policy Update)
FDOE Memorandum K12: 2007-125 (July 30, 2007)
Explains a policy change that allows students with disabilities to continue FAPE eligibility through age 21 if they have earned a general educational development (GED) credential. However, students with disabilities who earn a standard diploma via the GED Exit Option Model will not be eligible for FAPE. (Note: the GED Exit Option was subsequently eliminated as noted in the FDOE Memorandum below.)

HB 7151 – Postsecondary Education, Students with Disabilities
Florida Public Schools Memorandum (July 22, 2011)
Provides information on House Bill 7151 that expands access to postsecondary education for individuals with intellectual disabilities by allowing reasonable substitutions for entry, admission to a program of study, and graduation requirements for students who meet minimum admissions requirements. These changes align with the provisions of the Higher Education Opportunity Act (HEOA) that are intended to assist students with intellectual disabilities to prepare for gainful employment.
